Maryland's "Blueprint" Education Plan: What's In It for Immigrant Students and Families?

The $4 billion Blueprint for Maryland’s Future, which became law in 2021, seeks to transform education in our state through investing in new early learning programs, college and career readiness, and a variety of wrap-around supports for students and their families. But will this plan change the trajectory of Multilingual Learners (ML) (previously referred to as English Learners)?

Over the past two decades, large proficiency gaps have persisted between MLs and their white peers. Nearly 70 percent of Latine students in Maryland are not proficient in English Language Arts according to state data. In Math, close to 90 percent of Latine students are not proficient. Given that MLs are the fastest growing population in Maryland schools, it is critical to ensure that MLs are at the forefront of the work to reform our schools!  

Join us at our town hall meeting with our special guest, Maryland State Superintendent of Schools, Dr. Carey Wright, on December 4. We will discuss the development of new policies and strategies to improve the educational experience and outcomes of Multilingual Learners and their families. Hear from teachers, students, and policy experts on what it will take to ensure effective family engagement, culturally competent teachers and staff, culturally responsive teaching practices, assessments and testing, and other initiatives such as the literacy plan.

There will also be an opportunity for you to provide input on your experiences in public schools and what you think is needed to boost the outcomes of MLs. And we invite you to be part of the Community WELL coalition – co-sponsor of this town hall, along with CASA and Maryland Latinos Unidos – which is currently working collaboratively with the Maryland State Department of Education on developing new strategies for MLs as the Blueprint plan moves forward. We hope to see you on December 4.
