Overview
The Kirwan Commission has finalized its recommendations to overhaul education policies and the funding formula for all Maryland school districts. These recommendations will be drafted into a bill for the Maryland legislature to debate this session starting in January 2020. This is a once-in-a-generation opportunity for Maryland to get education right — especially for children who are Black and Brown, need special education services, and immigrant students.
Nearly 20 year ago, the state’s “Thornton” Commission’s work and the subsequent “Thornton” education funding law, which passed in 2002, failed to deliver an excellent education to marginalized students. Failure cannot persist. The right strategies, committed and culturally astute staff at every level, and intentional structures for support will ensure the change we seek. Our students and their families have a constitutional right to an excellent education and we must work to ensure that the Kirwan bill centers race and wealth equity.
