Davis B. Bobrow is Professor Emeritus of Public and International Affairs, University of Pittsburgh, He has been a member of the Defense Science Board and the Science and Technology Advisory Panel to the Director of Central Intelligence, and president of the International Studies Association. Publications include: Defensive Internationalism: Providing Public Goods in an Uncertain World, University of Michigan Press, 2005 (with Mark Boyer), and his edited and co-authored Hegemony Constrained: Evasion, Modification, and Resistance to American Foreign Policy, University of Pittsburgh Press, 2008.  His PhD is from the Massachusetts Institute of Technology, and prior degrees are from Oxford University and the University of Chicago.
